Chattering on the local community, thanks to the internet: A Japanese experience

In Japan, those internet based media, including Internet forum, BBS (Bulletin Board Systems), SNS (Social Networking Services), ML (Mailing List), etc. have been applied also to the small-scale local contexts, since mid-1990s.
While Japan has seen development of the world's largest internet forum "2 channel", similar systems have also been constructed in or around local communities.
In practice of those internet media for local interests, strong policing effort is required to maintain systems "clean". Otherwise, the screen will be filled with nonsensical comments and hate messages. Strong policing, however, would discourage commitments from the "residents".
