In contrast to satellite broadcasting and shortwave radio with nationwide coverage, surface broadcasting stations in Japan are licensed for clearly defined broadcasting areas in accordance with municipal or prefectural boundaries. While conventional TV and radio stations are mostly assigned to a single prefecture, the formal broadcasting areas of community radio and cable TV stations are defined by municipal (city/town/village) boundaries. Recently, the great Heisei Consolidation (1995-2006) has drastically decreased the number of municipalities in Japan. The merging of municipalities has often raised difficult questions about broadcasting areas, and the attitudes of local community radio and/or cable services involved vary widely.
